Supporting Equal Access to Education: Focus on STEM
Mon 05, 2023
As part of our commitment to transparency and community engagement, CN Green Roof Asia, in partnership with Solana Solar Beta Inc., successfully conducted a Public Consultation and Disclosure Activity on 16 July 2025 at Barangay Balsic, Municipality of Hermosa, Province of Bataan.
This event marked the formal announcement that construction has commenced on the 22.785 MWp Hermosa Solar Plant Project as of 11 July 2025, with the Commercial Operation Date (COD) anticipated on 26 January 2026.

Powering Progress with Purpose
The Hermosa Solar Plant is developed and operated by Solana Solar Beta Inc., a special purpose vehicle (SPV) owned by CN Green Roof Asia (CNGRA). The project will also feature a Battery Energy Storage System (BESS) with a capacity of 20MW/40MWh.
In light of the current challenges facing the regional power supply, failure to address the supply deficit will lead to increased power outages within PENELCO's electricity service areas. To advance the region’s energy resilience, the Hermosa Solar Plant aims to provide sustainable energy while enhancing grid stability and enabling better load management in the region. The project will directly connect to PENELCO (Peninsula Electric Cooperative, Inc.) to supplement the province’s power supply, addressing energy gaps in Bataan.
PENELCO's General Manager – Ms. Ellaine S. De Guzman shared: "PENELCO’s partnership with Solana Solar Beta Inc., through a Power Supply Agreement, reaffirms its strong commitment to championing renewable energy as a long-term solution for reliable and affordable electricity. The project is set to directly benefit the people of Bataan by lowering power costs and supporting a more sustainable energy future. This initiative is fully aligned with the Renewable Energy Act of the Philippines and the national goal of reaching 35% renewable energy share by 2040 – a significant step toward a greener, more resilient power sector. By partnering with Solana Solar Beta, we demonstrate our commitment to balancing sustainability and accessibility, while advancing environmental stewardship and energy efficiency. A bold beginning to a lasting legacy, this initiative for the people of Bataan lights the way toward true progress, forging a future built on resilience, innovation, and shared purpose."
Key highlights of the project:
Built on International Standards
The project is aligned with IFC Performance Standards and Good International Industry Practice (GIIP) on Solar Power Plant Development, ensuring not only technical excellence but also robust environmental and social safeguards. During the event, residents in Bataan were presented with the key findings of the Environmental and Social Impact Assessment (ESIA) developed in partnership with ERM, which included:
With mitigation measures in place, most impacts across pre-construction, construction, and operational phases are insignificant or manageable.
Voices and Visibility Community at the Core
During the consultation, community members were introduced to the project’s Grievance Redress Mechanism (GRM), available at: https://greenroof.asia/grievance.
This platform enhances visibility on GRM procedures and empowers local residents to voice any concerns or suggestions, ensuring transparent communication throughout the project lifecycle. Additional information is available in the GRM leaflets (Tagalog and English)

Community Development Programme
Beyond renewable energy, the project is investing in local development. So far, four solar-powered irrigation systems have been installed to support three local farmers' associations, a clear signal of Green Roof’s long-term commitment to inclusive, sustainable growth.
Looking Ahead
Green Roof Philippines will continue collaborating with PENELCO to identify further opportunities to strengthen the region’s power infrastructure and enhance community benefits. Once operational, the Hermosa Solar Plant is expected to generate green energy, create local employment, and support national targets for renewable energy and carbon reduction.
We express our sincere gratitude to the leadership of Barangay Balsic, the Municipality of Hermosa, PENELCO, and all community members for your support and active participation in shaping this project.
