Project HSE Officer

I. COMPANY OVERVIEW

 

CN Green Roof Philippines is a local subsidiary of CN Green Roof Asia (CNGRA or the Company), an investor in and developer of renewable energy projects across Southeast Asia. CNGRA is backed by Climate Fund Managers (CFM) and Norfund, two leading institutional investors focused on climate mitigation and sustainable development.

The Company develops, owns, and operates renewable energy assets that contribute to the region’s energy transition and decarbonization goals. CNGRA currently manages and develops projects across Vietnam, Indonesia, and the Philippines, leveraging regional expertise and local partnerships to deliver scalable, longterm climate impact.

 

II. POSITION SCOPE

 

The Health, Safety and Environment (HSE) Officer is responsible for developing, implementing, and maintaining health, safety, and environmental systems to ensure compliance with legal requirements, organizational standards, Good International Industry Practice (GIIP), and International Lenders’ Standards (e.g., IFC Performance Standards and World Bank EHS Guidelines).

The role focuses on avoiding or minimizing HSE risks, promoting a strong safety culture, and ensuring that all project activities during construction and operation phases comply with environmental and occupational safety and health (OSH) regulations.

The HSE Officer will work closely with employees, EPC and O&M contractors, and internal and external stakeholders to proactively identify hazards, implement corrective measures, and promote environmental sustainability while maintaining strong internal working relationships and influencing stakeholders without direct authority.

The HSE function will also handle and support the project operational requirements of the Hermosa Project, ensuring that HSE-related operational needs, site coordination, compliance deliverables, and project support requirements are properly managed in alignment with company standards and project objectives.

 

III. JOB DESCRIPTION

 

HSE Policy Development and Implementation:

 

  • Develop, review, update, and enforce comprehensive Health, Safety and Environmental (HSE) policies, procedures, and guidelines aligned with company Environmental and Social Management System (ESMS), applicable national occupational safety and health (OSH) standards,  and GIIP, including IFC Performance Standards and the International Labor Organization, complying with CNGRA policies and procedures, as well as Client or Customer requirements.
  • Ensure all operational activities comply with Philippine laws, Department of Environment and Natural Resources (DENR) regulations, Department of Labor and Employment (DOLE) OSH Standards, applicable industry codes, and internal company policies.
  • Promote continuous improvement of HSE management systems across all project site construction and operation activities units.

 

Collaboration within HSE Department and with Other Departments:

 

  • Provide support to the Project and Operation and Maintenance Teams in all aspects of safety, occupational safety and health, and environmental issues.
  • Support the HSE Manager and the HSE Team with planning, coordinating, and implementing effective HSE policies, guidelines, and procedures to ensure that the ESG and HSE Department objectives are met.
  • Support the HSE Manager in ensuring HSE compliance and perform regular HSE audits in the areas of business operations.
  • Attend pre-job planning, and client meetings, as required, on HSE related matters.
  • Provide support to the Departments in the implementation of CNGRA-wide HSE initiatives, such as including but not limited to ISO 14001, ISO 45000, and any HSE and Social Compliance Code applicable for the business and/or required by the Clients or Customers.
  • Develop Project-specific HSE procedures, encompassing both construction and operational activities of the Project.
  • Work with consultants/third parties who from time to time may be involved in auditing or working on projects related to social compliance.

 

Risk Assessment and Management:

 

  • Conduct regular hazard identification and risk assessments at the workplace, and throughout all project activities.
  • Proactively identify, address, and resolve HSE issues to prevent risks and incidents.
  • Develop and implement effective risk mitigation and control measures.
  • Monitor the effectiveness of safety controls and recommend improvements where necessary.
  • Ensure all worksites are HSE-compliant with the ESMS, Company HSE Policies, IFC Performance Standards and GIIP.

 

Training and Awareness:

 

  • Design, implement, and facilitate HSE training programs, toolbox meetings, and drills, including emergency preparedness and response systems for employees, contractors, and consultants.
  • Conduct HSE training and orientation to all new employees, including high-risk activities and working at height.
  • Ensure proper induction and refresher training covering:

1. Occupational safety and health practices

2. Emergency preparedness and response

3. Environmental protection and waste management

  • Promote safety awareness campaigns to strengthen a proactive HSE culture.
  • Develop and implement workplace HSE campaigns and good international industry practices.
  • Develop and continuously improve the HSE management plan toolkit and audit tools for social or manpower compliance.

 

Incident Management and Investigation:

 

  • Report any accidents or incidents, in accordance with a defined process.
  • Establish and maintain systems for recording, reporting, and investigating accidents, incidents, and near misses.
  • Lead incident investigations, identify root causes, and develop corrective and preventive action plans.
  • Monitor implementation of corrective actions and evaluate their effectiveness.

 

Compliance Monitoring:

 

  • Conduct periodic HSE site inspections, audits, and compliance checks, as required under the ESMS (i.e. monthly during construction and quarterly during operation phase, or more frequently depending on project needs).
  • Ensure compliance with permit conditions, environmental clearances, and operational safeguards.
  • Where required, identify appropriate corrective actions and monitor the implementation of these by the contractors for ensuring wages, rights and benefits for workers employed by the EPC/O&M contractors.
  • Maintain accurate and up-to-date HSE documentation, records, and reports for internal reviews and regulatory audits.
  • Serve as the designated Project Control Officer (PCO) and Safety Officer, overseeing compliance, risk management, and safety performance for assigned projects.


Emergency Preparedness:

 

  • Develop, implement, and regularly review Emergency Response and Preparedness Plans (ERPP).
  • Organize and oversee emergency drills (e.g., fire, chemical spill, natural disaster scenarios).
  • Ensure proper availability, inspection, and maintenance of emergency equipment and facilities.

 

Environmental Sustainability:

 

  • Monitor and manage the environmental impacts of company operations, including emissions, waste, water, and energy use.
  • Implement sustainability initiatives to support climate mitigation and responsible environmental stewardship.
  • Ensure proper waste segregation, handling, transport, and disposal in compliance with environmental regulations.

 

Stakeholder Engagement:

 

  • Collaborate with management, employees, contractors, and partners to promote a strong safety and environmental culture.
  • Act as the primary point of contact with regulatory authorities, local government units, and relevant stakeholders on HSE and environmental matters.
  • Support management in integrating HSE considerations into business planning and operations.

 

Reporting:

 

  • Prepare and submit regular HSE and environmental performance reports to ESG and HSE Management.
  • Collect, compile and report HSE performance indicators, data and information according to prescribed template, in support of the reporting obligations under the ESMS.
  • Manage safety statistical reporting within the HSE Department and track and provide regular HSE performance report to the HSE Manager and ESG Director.
  • Maintain comprehensive records of:

1. Trainings and certifications

2. Inspections and audits

3. Risk assessments

4. Incident investigations

5. PCO and environmental compliance documentation

  • Monitor HSE permits, their validity and requirements and make sure compliance is satisfied according to the national regulatory requirements.
  • Identify opportunities for process improvement and recommend initiatives to enhance HSE performance and regulatory compliance.
  • Act as a designated PCO and Safety Officer, whichever is applicable and required for the Project and business operations.
  • Handle and support the project operational requirements of the Hermosa Project, including HSE-related coordination, compliance requirements, site operational support, and other project needs aligned with the Company’s standards and management direction.

 

Perform other tasks or projects as may be assigned by the Line Manager or senior management, consistent with the role’s scope and organizational needs.

 

IV. POSITION HOLDER REQUIREMENTS

 

  • Bachelor’s degree in environmental science, Engineering, or a related field.
  • At least five (5) years of relevant experience in health, safety, and environmental management, preferably within construction, renewable energy, infrastructure, or project-based operations.
  • In-depth knowledge of local health, safety, and environmental laws and regulations.
  • Strong understanding of risk assessment and management principles.
  • Excellent communication and interpersonal skills.
  • Relevant HSE certifications (e.g., NEBOSH, IOSH, OSHA, PCO, SO3 or equivalent).
  • Experience in conducting HSE training and awareness programs.
  • Proficiency in Microsoft Office; knowledge of Excel, Word, and PowerPoint is a must, along with familiarity with HSE management software.
  • Strong analytical and problem-solving skills.
  • Must have the ability to influence without authority and able to maintain strong internal working relationship.
  • Demonstrated ability to proactively address and resolve HSE and social issues to prevent risks.
  • Familiarity with Good International Industry Practice (GIIP) and Intentional Lenders’ standards such as IFC Performance Standards on Environmental and Social Sustainability and World Bank Environmental Health and Safety Guidelines, is preferred.
  • Willing to work on-site from Monday to Saturday and adapt to operational requirements as needed.

Demonstrates flexibility in supporting project deadlines and business-critical activities, including extended work schedules when necessary.
